I’m not sure where you are located but I have seen steamers who are clearly in the USA having giveaways that require purchase to enter which had been deemed illegal by multiple government agencies. I would make it so you can’t make a purchase requirement seeing as though it’s very illegal in the USA where a lot of the sellers are from
